Infrastructure Investment and Jobs Act / Bipartisan Infrastructure Law

On November 15, 2021, President Joe Biden signed the Infrastructure Investment and Jobs Act (IIJA, P.L. 117‑58, also known as the “Bipartisan Infrastructure Law” or BIL) into law, providing historic investments in our nation’s core infrastructure priorities—including roads and bridges, rail, transit, safety, ports and waterways, airports, clean energy and power, resiliency, and broadband.

The IIJA expires on September 30, 2026, and we want your input to shape the next federal surface transportation law.

California Federal Affairs Working Group

In January 2025, the California Department of Transportation (Caltrans) and the California State Transportation Agency (CalSTA) convened the California Federal Affairs Working Group (Working Group) and, over the course of the year, held more than ten sub-working group meetings with over 1,000 participants, ensuring broad and diverse representation from state and local stakeholders. These meetings concluded in December 2025 with the development of a consensus principles document for federal advocacy.
