Modernizing the State's rail, bus, and ferry systems

The Transit and Intercity Rail Capital Program (TIRCP) supports capital improvements that modernize intercity, commuter, and urban rail systems, as well as bus and ferry transit systems, to reduce vehicle miles traveled, congestion, and greenhouse gas emissions.

TIRCP projects expand the state’s commuter and intercity rail services and involve major investments in new and expanded rail transit corridors. The program also supports expanding the use of zero-emission buses in urban areas and along long-distance routes. These projects serve disadvantaged communities by improving transportation options and reducing emissions. Through June 2025, the California State Transportation Agency (CalSTA) has awarded more than $11.8 billion statewide across seven TIRCP funding cycles, supporting 166 projects across California.

Redlands Passenger Rail Project (Arrow): Zero-Emission Multiple Unit Conversion

The Transit and Intercity Rail Capital Program (TIRCP) funds capital improvements that increase and expand transit services, improve transit safety, and reduce greenhouse gas emissions.

The San Bernardino County Transportation Authority received $45.77 million in TIRCP funding for the Redlands Passenger Rail Arrow project to procure zero-emission multiple unit (ZEMU) trains and convert diesel vehicles to clean, battery- and hydrogen-powered rail technology. The project serves a nine-mile corridor with five stations and provides a regional demonstration of zero-emission rail technology in North America.

While public greenhouse gas reduction figures are not specified, replacing diesel multiple units with ZEMU trains will lower air pollution and greenhouse gas emissions. The project also strengthens regional transit connectivity and positions the corridor for future ridership growth.
